Why will AI always fail to predict the true meaning of a photograph?

The true meaning of a photograph emerges at the moment someone encounters the photograph. Depending on the place they are born, their culutue, their upbringing and their political views, the meaning is formed. Infact their current emotional state is what truly drives the meaning making.
